What Is Cognitive Load and Why Does It Matter at Work?

You know the feeling. It's 2 p.m., you've been in back-to-back meetings, your inbox has forty unread messages, someone just asked you a simple question, and your brain just... stalls. Not because you're incapable. Not because you don't care. Your mind has simply run out of room.

That feeling has a name: cognitive load. Understanding it can change how you structure your workday, your workspace, and even how you talk to your coworkers.

What Is Cognitive Load?

Cognitive load refers to the amount of mental effort being used in your working memory at any given moment (Sweller, 1988). Working memory is the part of your brain that holds and processes information right now, the mental workspace where you're actively thinking, not the long-term storage where old memories live.

Here's the catch: working memory is small. Really small. In a foundational 1956 study, psychologist George Miller found that most people can hold roughly seven pieces of information in mind at once. Later research has suggested that working-memory capacity may be even more limited when we are actively processing information (Miller, 1956; Sweller, Ayres, & Kalyuga, 2011). Try holding a phone number, a coworker's request, and the next line of an email you're drafting in your head at the same time, and you'll feel the ceiling.

Cognitive load theory breaks this mental effort into three categories (Sweller, 1988; Sweller et al., 2011):

  • Intrinsic load: The built-in difficulty of the task itself. Learning a new software system has more intrinsic load than refilling a form you've filled out a hundred times.

  • Extraneous load: Mental effort wasted on how information is presented, rather than the task itself. A cluttered spreadsheet or a confusing set of instructions adds extraneous load without adding any real value.

  • Germane load: The productive mental effort spent actually learning, organizing, or solving a problem. This is the good kind of load, the kind that builds skill over time.

The goal isn't to eliminate mental effort, that's impossible, and unnecessary. The goal is to cut the wasted effort (extraneous load) so there's more working-memory space left for the effort that actually matters.

How Cognitive Load Affects You at Work

Most modern jobs weren't designed with working-memory limits in mind. Open floor plans, constant notifications, and back-to-back meetings all compete for the same small mental workspace, and the research on what that competition costs is sobering.

Task-switching has a real, measurable cost. Many people believe multitasking makes them more efficient. Cognitive psychology research says otherwise. According to a widely cited summary published by the American Psychological Association, switching between tasks can cost as much as 40% of someone's productive time, even when each individual switch only takes a fraction of a second (American Psychological Association, 2006). Those fractions of a second add up fast over the course of a workday full of pings, questions, and reopened browser tabs.

Interruptions change how you work, not just how fast. In a study of interrupted office work, Mark, Gudith, and Klocke (2008) found that people who were interrupted didn't necessarily take longer to finish their original task, often they compensated by working faster. But that compensation came at a cost: interrupted workers reported significantly more stress, frustration, time pressure, and mental effort than those who worked without interruption. In other words, interruptions don't just cost time. They cost energy, the same limited mental energy your working memory needs for everything else on your plate.

Put those two findings together, and a picture emerges: a workday full of switching and interruption isn't just annoying. It's quietly draining the exact mental resource you need to think clearly, make decisions, and avoid careless mistakes.

5 Ways to Reduce Cognitive Load at Work

The good news is that cognitive load is manageable. This doesn't happen by trying to expand your working memory (you can't), but by reducing the wasted effort competing for it. A few strategies grounded in the research above:

1. Get information out of your head and onto something external.

Since working memory can only hold a handful of items at once (Miller, 1956), trying to mentally track five tasks, three deadlines, and a meeting note is working against your own biology. Write it down. Use a task list, a notes app, or a whiteboard, anything that moves information out of your head and into a place you can trust, freeing up mental space for the task in front of you.

2. Batch similar tasks instead of bouncing between them.

Every switch between unrelated tasks (email, then a report, then a phone call, then back to email) carries a hidden cost (American Psychological Association, 2006). Grouping similar tasks into blocks, answering all your emails in one sitting rather than every ten minutes, reduces how often your brain has to reload context.

3. Protect blocks of uninterrupted time when you can

Since interruptions raise stress and effort even when they don't cost much time (Mark et al., 2008), protecting even short windows of focused work can meaningfully reduce your mental load across the day. Closing unnecessary tabs, silencing non-urgent notifications, or simply letting coworkers know when you're heads-down are all small, practical ways to do this.

4. Simplify how information is presented, not just how much there is.

Extraneous load often comes from how something is communicated, not the task itself (Sweller et al., 2011). A cluttered slide, a rambling email, or unclear instructions all force the reader to do extra mental work just to figure out what's being asked. Clear, well-organized communication isn't just a courtesy, it's a direct way to lower the cognitive load you're placing on the people around you.

5. Build in real breaks, not just quieter tasks.

Switching from a hard task to an easier one still uses working memory,  it isn't true rest. Stepping away entirely, even briefly, gives your mental workspace a genuine chance to reset before the next demanding task.
